The 2012 U.S. presidential election presents a contrast to the 2008 election in terms of their perceptions by the Russian political elite. The progress in U.S.-Russian relations since 2009 does not mean that Russians are entirely satisfied with their relations with the U.S. They took issue with Mitt Romney's characterization of Russia as the "No. 1 geopolitical foe” seeing it as rooted in the Cold War. However, the hope remains that the stronger dialog and cooperation for mutual gain will be an opportunity to weaken nationalist phobias in both Russia and the U.S. San Francisco State University Professor Andrei Tsygankov, Ph.D., author of Russia and the West from Alexander to Putin and Russia’s Foreign Policy will discuss the way to foster a constructive international agenda by treating Russia as a true partner.
