The recommended modernization plan is to expand the building while minimizing the risk associated with a major earthquake and renovating the interior of the existing facility. Seismic retrofit solution will include foundation improvements, new steel braced frames, a new concrete wall, plywood sheathing at the low roof, glass replacement and new beams and anchors at the roof.
The building has two separate roof levels. The high roof construction consists of wooden laminated deck spanning to glue laminated beams which are supported by multi-wythe masonry walls and pier. The low roof is constructed from flat diagonal sheathing over wood joists supported by wood stud bearing walls and multi-wythe reinforced masonry piers and walls. The building envelope consists of glass walls, masonry walls and masonry piers.
New or alteration construction will meet state (Title 24) and federal (Americans with Disabilities Act) guidelines. The disabled access project focuses on construction work resulting in path of travel and health and safety improvements. Restrooms in the facility will be renovated and increased. In addition, service counters and will be made accessible.
Building code impacts involve updating the building to comply with current life safety related code requirements for existing, heating, ventilation, plumbing electrical, lighting and other control systems. An upgraded HVAC system will be provided in the renovation work.
Current law requires removal of asbestos-containing materials (ACM's)- e.g., plasterboard walls, vinyl flooring, and roofing- related to the anticipated construction activities associated with seismic retrofit, disabled access and renovation work. Significant impact on pipe insulation and flooring materials are expected from the installation of footings, chords and collectors, and shear walls. The removal of ACM's will require relocation of the building occupants to avoid potential health risks. Lead that is impacted will also be removed.
The recommended modernization of the building will provide numerous upgrades such as new utilities, including electrical service, lighting, additional electrical and data outlets, upgraded HVAC, and window replacement.
Due to heavy use and demand for materials, the previous meeting room space is used for the collection and the adult lounge area in the original design is now the children’s area. Based on the seismic retrofit and other code conformance work, the library will lose useable floor area. A careful study must be made to determine the best solution to add space. Possible alternatives are expansion of the building outside its existing envelope to gain additional useable floor area or to rebuild.
- Masonry piers are susceptible to brittle failure and grade beams supporting these piers are not sufficient to resist overturning forces from the piers.
- High and low roof diaphragms does not have adequate connection to masonry shear wall. The glu-lam beam, masonry pier, and masonry wall connection are not adequate.
- Collectors at high roof diaphragm do not have adequate connection to glu-lam beam/pier system.
- Collectors and chord connection cannot be identified at low roof.
- Book stacks are not adequately braced.
- Existing glass in the window walls are susceptible to breakage in the event of moderate to major seismic event.
- The light fixtures and their Plexiglas covers do not have adequate lateral bracing.
- Water heater, boiler and storage tank suspended from ceiling are unbraced.
- Add a lateral load resisting vertical system.
- Strengthen the roof diaphragm collectors and their connections to the masonry piers and shear walls.
- Tie the high and low roof diaphragms to the perimeter masonry walls to resist forces in the direction perpendicular to the walls.
- Add plywood sheathing over existing diagonal sheathing.
- Brace book stacks.
- Replace existing window glass with shatter resistant glass.
- Brace light fixtures and their Plexiglas covers.
- Brace water heater, boiler and the storage tank suspended from the ceiling in the heater room.
- Path of travel needs to be improved.
- Existing toilets are not accessible.
- Work areas, service counters, and other amenities are not accessible.
- Existing doors are too narrow and not accessible
- Improve access to the building and its services.
- Renovate existing toilets to make them accessible and install new toilet fixtures.
- Install new accessible service counters.
- Widen existing door openings and install new doors and hardware to comply with ADA requirements.
- Existing hydronic heating system is problematic. Existing copper tubes in concrete slab heats the floor.
- Existing water heater is inefficient.
- Improve ventilation system.
- Install new water heater and water pipes.
- Install new ducts and piping as required.
- Provide continuous ventilation in all restrooms during hours of library operation.
- The electrical system needs to be upgraded.
- The telephone and network equipment needs to be bonded to the grounding electrode.
- Lack of data/electrical outlets.
- Upgrade the main service panel with surge protector and integral RFI/EMI filtering to protect sensitive loads such as computers and any new electronic equipment in the building.
- Segregate power, clean power for computer system and separate power for all others.
- Replace existing light fixtures with new energy saving fixtures including associated wiring and controls.
- The telephone and network protectors should be bonded to the incoming water line within 5 feet of its building entry.
- Install additional data/communication outlets.
- Need fire alarm and smoke detectors.

- Need emergency lighting at public egresses in case of power.
- Need additional fire extinguishers in the building.
- Need security lights in and around the building.
- Install new smoke detectors and fire alarm.

- Install new fire extinguishers at strategic locations in the building.
- Install new interior and exterior security lights.
- Asbestos Containing Materials (ACM’s) are identified throughout the building.
- Where impacted by construction, abate asbestos in wall and ceiling sheetrock joint compound, vinyl floor tiles and mastics, ceramic tile grout, window/door caulking, built up roof and flashing.
- Abate asbestos if found in asphalt roof patching, miscellaneous boiler components and door core insulation.
- Lead that is impacted by construction shall also be mitigated.
- With the seismic retrofit work, valuable library floor space will be lost. A meeting/program room, study/computer lab area, new public toilets are much needed in this branch library.
- Very small staff work and storage areas.
- Improvements will include expansion of the building to accommodate the increased public use of library and much needed staff work area.
- The staff area will be redesigned to function more efficiently.
- Add operable windows.
- Landscaping around the building is well maintained and needs to be restored after construction.
- Develop a landscape protection, restoration, and maintenance plan.
- Install a new lawn sprinkler system.
