SAN FRANCISCO PUBLIC LIBRARY COMMISSION
Minutes of the regular meeting of Thursday, November 17, 2005.
(As approved amended December 15, 2005)
The San Francisco Public Library Commission held a regular meeting on Thursday, November 17, 2005 in the Koret Auditorium, Main Library.
The meeting was called to order by President Higueras at 4:07 pm.
Commissioners present: Chin, Coulter, Higueras, Gomez, and Strobin.
A quorum was present. Commissioners Bautista and Kane were excused attendance.
AGENDA ITEM #1 PUBLIC COMMENT
An anonymous member of the public commented: against contributing to, or accepting money from, the Friends of the Library; and continued a recitation of their thirty year history of involvement with the Library.
Ms. Florence Fung, West Portal Branch neighbor spoke about: complaints about the ongoing renovation project at the branch library; and her requests for information from the City Departments responsible for overseeing the project.
Mr. Peter Warfield commented on: his concerns with the self service reserves program; especially as they related to program staffing and user privacy issues.
Ms. Deborah Doyle Friends of the Library, spoke about: Friends Capital Campaign for neighborhood libraries programs including a weekend Mission Bay neighborhood program, and a Glen Park “oysters, art, and authors” event. Ms. Doyle also noted a reception honoring Oxford Dictionary of African American Poetry author Arnold Rampersad.
President Higueras offered to meet with Ms. Fung about her concerns with the West Portal Branch Library renovation project.

An anonymous member of the public commented: these Minutes were better but still bad; cited a dearth of detail and in particular pointed to unreported details of remarks on three specific points this person attributed to Mauricio Vela.
Mr. Peter Warfield spoke about: these Minutes lacking in detail and being inaccurate; offered a clarification concerning his comments related to Library holdings on RFID, suggesting that he had meant that reading print was less difficult that reading materials available only in an online format.
Commission discussion of AGENDA ITEM #2 APPROVAL OF THE MINUTES OF SEPTEMBER 15, 2005
MOTION: by Commissioner Chin, 2nd Commissioner Strobin for approval of the Minutes of the regular Public Library Commission meeting of October 20, 2005.

AGENDA ITEM #3 FRIENDS OF THE LIBRARY REPORT
Friends of the Library Executive Director Donna Bero noted this was an unusual mid-month “Friend’s Report” and explained that it was to allow announcement of a wonderful gift to the Library. Ms. Bero then introduced Brian Spooner, Friend’s Fort Mason Book Center Manager who provided background about new addition to the Library’s Special Collections. Mr. Spooner then introduced Library benefactor and the well regarded San Francisco Author of Boonville and Goat, Robert Miller Anderson, who then presented his most recent gift of the third and final volume completing set of modern translations of Dante’s Divine Comedy in lavishly illustrated specially printed edition to Library’s Rare and Special Printed Book Collection. It was reported this volumn followed the two previous volumes in this special edition that Mr. Anderson had also presented to the Library. Mr. Anderson noted that it was important that these wonderful books be available to the public so that others could be inspired and benefit as he had from his involvement with the Friends and the Library.
Chief of the Main Library Kathy Lawhun, Special Collection’s Manager Asa Peavy, and City Archivist and San Francisco History Center Manager Susan Goldstein formally accepted this gift on behalf of the Library.
Public comment on AGENDA ITEM #3 FRIENDS OF THE LIBRARY REPORT
An anonymous member of the public commented: that Mr. Anderson should have given these books directly to Library not through the Library Foundation; expressed disappointment at the lack of report on the “public comment” fund; wondered if this gift was in the original Italian or a translation; and that they supported the donation of books to the Library.
Mr. Peter Warfield noted: that he looked forward to examining the books; that gifts such as this allowed people to have access to rare books otherwise unavailable; inquired concerning a previous book donation project sponsored by a former Mayor; and said he was glad for additions to the Library’s book collections.
Commissioners’ discussion of AGENDA ITEM #3 FRIENDS OF THE LIBRARY REPORT
City Librarian Luis Herrera expressed the Library’s thanks and appreciation to Mr. Anderson for these generous and wonderful gifts. President Higueras and Vice President Coulter joined in lauding Mr. Anderson’s generosity. Commissioner Chin noted that this gift was a fitting rejoinder to those who opposed donations to the Friends of the Library.
AGENDA ITEM #4 BLIP MANAGER’S REPORT
Marilyn Thompson, Branch Library Improvement Program Manager reported her regular monthly reports on: the BLIP Schedule; the current Budget; and new and renovation projects Construction Reports, (copies attached). Ms. Thompson reported expenditure or encumbrance of $38,471,990 of Bond Program Funds to date.
Ms. Thompson noted that no informational report would be presented at this meeting, but that there would be special reports in response to the Peer Panel Reviews of the proposed designs for the Ingleside and Potrero Branch Libraries. Ms. Thompson next reported on each of the current Branch Library Improvement Program’s active projects: new construction; renovations; ongoing construction update, and recent and upcoming BLIP community outreach activities, (copy attached).
The BLIP Manager then presented two special reports updating the Commissioners’ concerning staff’s efforts to respond to the Peer Review Panelist’s and Library Commissioner’s comments and suggestions in response to the Peer Panel presentations on the Ingleside and Potrero Branch Libraries.
Public comment on AGENDA ITEM #4 BLIP MANAGER’S REPORT
An anonymous member of the public commented on: this follow up was not a comprehensive as they would have wished; found labeling the slides presented useful; that they were concerned that the Glen Park project had not yet gone out for bids; decried the lack of written copies of the Peer Panelists comments on these projects; and found the proposed designs for the new Ingleside Branch Library industrial and not in harmony with the surrounding neighborhood.
Mr. Dick Miller, Potrero Hill resident and branch library user, spoke about: the potential to fully extend the second floor to add additional space in this very small branch library.
Ms. Christina R. Quiroz, Potrero Branch Library Representative on the Council of Neighborhood Libraries (CNL) noted: she favored the proposed revised designs; and urged that the renovation project get underway sooner rather than later.
Mr. Peter Warfield commented: on the importance of being able to track proposed design changes over time; and suggested again that the Peer Panelists participate in the process of response to their comments and suggestions.
Commission discussion of AGENDA ITEM #4 BLIP MANAGER’S REPORT
In response to a question, Vice President Coulter was informed about the status of relocation of the San Francisco City College Preschool currently using space in the Bernal Heights Branch. Vice President Coulter found the proposed Ingleside designs and the redesign for the Potrero Branch Library improved, noting the importance to the community of access to meeting rooms in the evenings. Commissioner Chin reported that the Revere School was a fairly large two building complex including kitchens and multiple bathroom facilities that could easily accommodate the Preschool Program. President Higueras agreed that the Revere School site offered a far better available space for the Preschool’s needs.
In response to a question by President Higueras, Ms. Thompson discussed an ongoing dispute with a neighboring homeowner and the related security concerns at the West Portal Branch Library renovation project. Deputy City Attorney Catharine Barnes explained that responsibility and authority to address this situation fell under the jurisdiction of the Department of Public Works rather than the Library. President Higueras offered his help and expressed hope that a fair compromise could be achieved to resolve this matter.
Responding to a final question from President Higueras, Ms. Thompson explained why the second floor of the Potrero Branch Library could not be brought further forward as was suggested.
