PRELIMINARY ASSESSMENT

The proposed modernization improvement plan is to remodel the building’s interior while preserving the historic character of the building. Access scope is limited to the minor reconfiguration of counters, doors, and shelves to allow for a clear path of travel for wheelchair users. New counters, tables, and seating areas will be accessible.

Building code impacts are limited to electrical and ventilation upgrades related to the interior remodel work. This work is limited to the localized removal of flooring and other asbestos and lead containing materials in the area of remodel. Other modernization work involves new lighting; new flooring; redesigned public spaces; refurbished meeting/program room; new or modified windows; additional electrical/data outlets; and an improved heating system.

ASSESSMENT DETAIL



SEISMIC

  1. The building was seismically upgraded in the early 1990s.

ACCESSIBILITY

  1. The building was made accessible in the early 1990s. However, some access features are not yet in place such as accessible door hardware or accessible signs.
  2. Some site access improvements need to be evaluated for possible modifications.

PRELIMINARY RECOMMENDATIONS

  1. Accessibility work will be limited to making all interior remodel work accessible. This may include furniture, workstations, study areas, seating, door hardware, and signage.
  2. Provide accessible exterior path of travel as required.

MECHANICAL

  1. Existing boiler may need to be upgraded.
  2. Existing ductwork will need to be modified to work with new flexible layout.
  3. HVAC equipment is on satisfactory condition.

PRELIMINARY RECOMMENDATIONS

  1. Evaluate condition of existing mechanical equipment for possible modifications or upgrades.
  2. Modify existing air distribution system if necessary for new architectural layout.

ELECTRICAL

  1. Electrical panel is in excellent condition but needs additional sub-panels.
  2. Telephone and communication panel may need upgrade.
  3. Existing power and data line outlets do not allow for a flexible layout.
  4. Existing lighting will need to be upgraded at the main reading area.

PRELIMINARY RECOMMENDATIONS

  1. Provide additional sub-panels.
  2. Evaluate existing data line panel for possible upgrade.
  3. Add power and data line outlets as required to conform with new layout.
  4. Preserve existing lighting when possible. Replace existing fixtures with energy efficient fixtures.
  5. Add pendant lighting in the main reading room.

LIFE SAFETY/SECURITY

  1. Emergency lighting is in good condition.
  2. Exit signs are in good condition.
  3. Water sprinkler system is in good condition.
  4. The building needs additional smoke detectors.
  5. Existing security grilles need to be preserved.
  6. The building lacks sufficient exterior security lighting.

PRELIMINARY RECOMMENDATIONS

  1. Preserve existing life/safety systems.
  2. Add smoke detectors as required.
  3. Refurbish existing security grilles as required for proper operation.
  4. Add interior and exterior security lighting as required.

MATERIALS MITIGATION

  1. Asbestos Containing Materials (ACM’s) are identified throughout the building.

PRELIMINARY RECOMMENDATIONS

  1. Abate asbestos if found in roof mastic at penetrations.
  2. Where impacted by construction, abate asbestos in the plaster wall and ceiling, terrazzo floor, window glazing putty, built up roof, HVAC flex connectors, and 1'x1' ACT mastic.
  3. Lead that is impacted by construction shall also be abated.

MODERNIZATION

  1. The exterior brick and terracotta façade is in need of preservation.
  2. Exterior handrail and railings need to be refurbished.
  3. Roofing needs to be inspected for any leaks.
  4. Window frames and trim need to be evaluated for possible waterproofing modifications.
  5. Floor finishes need to be replaced.
  6. Wall and ceiling finished should be preserved as much as possible.

PRELIMINARY RECOMMENDATIONS

  1. Preserve exterior terracotta and brick facade.
  2. Refurbish exterior handrails and railings.
  3. Inspect roof.
  4. Modify windows as necessary while still preserving the historic character of the building.
  5. Replace all flooring except preserve where not impacted by new architectural layout.
  6. Preserve existing wall and ceiling finishes.

LANDSCAPING

  1. Trees have overgrown in front of the building.
  2. Wild vegetation has grown in back of the building.

PRELIMINARY RECOMMENDATIONS

  1. Prune trees.
  2. Develop solution to address rear yard issues.
