SAN FRANCISCO PUBLIC LIBRARY COMMISSION Minutes of the special meeting of Thursday, December 6, 2004. (As approved January 6, 2005) The San Francisco Public Library Commission held a special meeting on Monday, December 6, 2004 in the Koret Auditorium, Main Library. The meeting was called to order at 8:07am. The following members were present: President Higueras and Vice President Steiman, and Commissioners Bautista, Chin, Coulter, and Strobin. President Higueras announced that it was not expected that the Commission would return from its proposed, “closed session” before 7pm. The posted meeting of the Selection Committee for 12/6/04 was cancelled. Agenda Items: 1) Public Employee Appointment - City Librarian 2) Adjournment APPENDIX A -------------------------------------------------------------------------------- AGENDA ITEM #1 PUBLIC EMPLOYEE APPOINTMENT-City Librarian Public Comment (on all matters pertaining to the closed session item) An anonymous member of the public suggested that the Commissioners question each candidate concerning the required number of candidates for City Librarian that the Library Commission was required to submit to the Mayor. This person also inquired as to where the “closed session” would be held and suggested that it was mandatory that the meeting be held in a public place and that members of the public be informed so that participants in the closed session meeting might be intercepted by “reporters” as they entered or departed the meeting and be questioned regarding what was occurring during the meeting. Mr. Peter Warfield noted the lack of a General Public Comment on the meeting agenda and questioned the need for a secret meeting. Mr. Warfield observed that elsewhere finalists for similar positions were interviewed at public meetings and were available to respond to questions from library staff and members of the public. Mr. Warfield recommended candidates that: gave highest priority to providing more books and hours; were the “best and brightest; were most experienced; and were dedicated to building collections and working with staff. MOTION: by Commissioner Steiman, 2nd Commission Coulter to hold a closed session pursuant to California Government Code Section 54957(b) (1) and San Francisco Administrative Code Section 67.10(b) - Personnel Matter-Public Employee appointment-City Librarian ACTION: 6-0 AYE (Bautista, Chin, Coulter, Higueras, Steiman, and Strobin) The Library Commission retired into Closed Session at 8:26am. The Public Library Commission reconvened in open Session at 7:25pm. MOTION: by Commissioner Higueras, 2nd by Commissioner Steiman (in accordance with San Francisco Administrative Code Section 67.12(a)) that that it was the consensus of the Commission to report that candidates for the position of City Librarian would be forwarded to the Mayor. -------------------------------------------------------------------------------- AGENDA ITEM #3 ADJOURNMENT MOTION: by Commissioner Bautista, 2nd Commissioner Coulter that the meeting be adjourned.
