APPROVAL OF THE FEBRUARY 21, 2002 MINUTES - ACTION Presentation of, discussion of, and possible action to approve the Minutes of the regular Commission meeting of February 21, 2002. Explanatory document: draft Minutes 2. BOND PROGRAM MANAGER’S REPORT - DISCUSSION (This is a discussion item to allow the Branch Library Bond Program Manager to report on recent bond program related activities and make announcements.) This report will consist of: an informational presentation: the federal GSA (General Services Administration) Design Excellence Program; regular reports: program budget and schedule; site acquisition, active projects; and community outreach; and special reports: none. MOU/Dpt. of PUBLIC WORKS and the LIBRARY - DISCUSSION Presentation and discussion of the Memorandum of Understanding between Department of Public Works and San Francisco Public Library for the Financial Management of the Branch Library Improvement Program. Explanatory document: draft MOU 4. GIFT RECOGNITION POLICY - ACTION Presentation of, discussion of, and possible action to approve a proposed Gift Recognition Policy for the Library. Explanatory document: draft Gift Recognition Policy. 5. PUBLIC COMMENT (This item to allow members of the public to comment on matters within the commission’s purview as well as introduce new agenda for the commission’s consideration.) 6. For more information about the Lobbyist Ordinance, please contact the Ethics Commission at 30 Van Ness, ste. 3900, San Francisco, CA 94102, telephone (415) 554-9510, fax (415) 703-0121 and web site Michael Housh, Commission Secretary 3/7/02 San Francisco Public Library Commission Policy Manual Gift Recognition Policy Policy #602 Section: Facilities Adopted: Draft (3/15/02) Whereas, on November 7, 2000, the people of San Francisco approved Proposition A, a $105.8 million bond measure, to fund the acquisition, construction and renovation of neighborhood branch libraries and other library facilities; and Whereas, Proposition A bond funds by law cannot be used to purchase furniture, fixtures, equipment, and materials needed for the new and renovated neighborhood branch libraries; and Whereas, the Friends & Foundation of the San Francisco Public Library is committed to raising $15 million to purchase the needed furniture, fixtures, equipment, and materials not provided for in the passage of Proposition A (2000); and Whereas, the San Francisco Public Library Commission wishes to recognize the generosity of the Friends & Foundation and its donors by offering suitable and appropriate opportunities for recognition within branch libraries; NOW THEREFORE BE IT RESOLVED that any and all neighborhood branch libraries of the San Francisco Public Library may display such plaques or other forms of donor recognition as the City Librarian shall deem appropriate to honor the Friends and Foundation and contributors to the Friends & Foundation's neighborhood branch library furniture, fixtures, equipment, and materials fundraising campaign; and BE IT FURTHER RESOLVED that the San Francisco Public Library Commission shall review and approve the design and location for such plaques or other forms of donor recognition as part of its review and approval of each neighborhood branch library's construction or renovation plans.
