En 1977, la Biblioteca Pública de Oakland y la Biblioteca Pública de San Francisco recibieron fondos de la Ley de Servicios Bibliotecarios y Construcción (LSCA) para empezar a servir a la comunidad sorda del área de la bahía. Los fondos se utilizaron para contratar personal y desarrollar una colección que reflejara sus necesidades únicas. Este distintivo estandarte fue diseñado por Lee Ann Akau, una artista sorda local, y hecho a mano por Margaret Myhre, Bibliotecaria de Servicios para Sordos de 1980 a 1989. "Biblioteca", como se muestra en dos formas de mano en "L", forman los extremos del Puente de la Bahía. "Amigo", como se muestra en los dedos índices unidos, destaca el centro del puente. Esta pancarta es una parte permanente de la colección del Centro de Servicios para Sordos.
